(ခ) နည်းပညာဆိုင်ရာမဟုတ်သော ပျောက်ဆုံးမှု (Non Technical Losses)
တိတိကျကျ ပြောရမည် ဆိုပါလျှင် ရန်ကုန်မြို့ရှိ ခရိုင် (၄)ခရိုင်အနက် တောင်ပိုင်းခရိုင်တွင် ၂၀၁၂ ခုနှစ်၊ အောက်တိုဘာလ ပျောက်ဆုံးမှု ရာခိုင်နှုန်း (၃၈.၃၅)% ရှိနေရာမှ သံလျင်၊ ခရမ်း၊ သုံးခွ စသည့် မြို့နယ်များ တွင် OMR (Offsite Meter Reading) စနစ် Digital Meter များ အစားထိုးလဲလှယ်ခဲ့ရာ ၂၀၁၃ ခုနှစ်၊ ဧပြီလမှ စ၍ ပျောက်ဆုံးမှုရာခိုင်နှုန်း (၂၃.၃၄)% ထိ ကျဆင်းသွား ကြောင်း တွေ့ရှိရပါသည်။ ထိုသို့ လျှပ်စစ်ဓာတ်အား ပျောက်ဆုံးမှုလျော့ကျ စေရန်အတွက် OMR စနစ် Digital Meter ပေါင်း (၂၁,၅၀၈) နှင့် ကုန်ကျစရိတ် (ကျပ် ၁,၉၇၆,၅၃၀,၄၄၀) ကုန်ကျခံခဲ့ရပါသည်။ ထို့ကဲ့သို့ Digital Meter များနှင့် လဲလှယ်ပြီး ထွက်ရှိ လာသော မူလ Analog Meter များကို စက်ရုံတွင် ပြန်လည်ပြုပြင်ခဲ့သမျှ မီတာပေါင်း( ၆,၁၆၉ ) ပြန်လည် ရရှိပြီး၊ ငွေကျပ် ပေါင်း ( ၁၃၈,၈၀၂,၅၀၀ ) သက်သာမှု ရရှိခဲ့ပါသည်။ တပ်ဆင်ပြီး Digital Meter ပေါင်း (၂၁,၅၀၈) အတွက် ကုန်ကျစရိတ် ကျပ် (၁,၉၇၆,၅၃၀,၄၄၀)၊ လျှပ်စစ်မီတာယူနစ်တိုးတက်လာခဲ့ သော ကြောင့် ရရှိခဲ့သည့် ၀င်ငွေတိုးတက်မှု (ကျပ် ၆၉,၁၂၄,၁၆၃) ကြောင့် အရင်းကျေရန် ( ၂၈.၅ ) လသာစောင့် ဆိုင်းရမည် ဖြစ်ပါသည်။
မူလတပ်ဆင်ခဲ့သော Analog Meter များသည် နှစ်ကာလကြာမြင့်စွာ သုံးစွဲခဲ့ခြင်း၊ မီးအား ကျသောအခါ အလုပ်မလုပ်ခြင်း၊ မီတာဖတ် စာရေးများ မှန်ကန်စွာ မဖတ်ခြင်း၊ မီတာများကို ပြုပြင်၍ လျှပ်စစ်ဓာတ်အားကို မသမာသောနည်းဖြင့် ခိုးယူသုံးစွဲခြင်း စသည်များကြောင့် ပျောက်ဆုံးမှုနှစ်မျိုးစလုံး ဖြစ်ပေါ်နေခဲ့ပါသည်။ Digital Meter များ လဲလှယ်တပ်ဆင် လိုက်ခြင်းဖြင့် အထက်ပါ အချက်နှစ်ချက်စလုံး ဖြေရှင်းပြီးသား ဖြစ်သွားပြီဖြစ်ပါသည်။
